Real Estate Tax Assessments:

Real estate taxes in the City of Norfolk for fiscal year 2009/2010 are assessed by the Real Estate Assessor at 100% of Fair Market Value. The current real estate tax rate is $1.11 per $100.00 of the assessed value.
The business district tax rate is $1.27 per $100.00 of the assessed value. Assessments for individual properties are available on line.

Land Records:

The Norfolk land records are maintained by the Clerk of the Circuit Court of the City of Norfolk. The deed records are indexed on computer from August 15, 1985 to present and in books prior to 1993. 

Remote Record Access is now available for Norfolk Circuit Court Land Records, Judgments, Marriage Licenses, etc.  Indexes and images of Deeds are available from August 15, 1985 to the present.

Cost to access the system is a flat fee of $50.00 per month or $500.00 for one year. A Subscriber Agreement and Subscriber Application must be submitted to the Clerk's Office with payment in order to obtain a user name and password.

Tax Records:

The real estate tax is billed quarterly of each fiscal year, beginning July 1st.

Storm Water Fees:

Billing for storm water fees is conducted by Norfolk Public Works, Financial Management. Contact them at  664-4633. The City Treasurer's Office does not maintain any record of the payment or non-payment of these fees with the real estate tax records. No internet access to payment records is currently available.
